Did anyone ever come to a conclusion on how to get the Tylor card?

I believe its beat all Episode 2 story missions, and then beat him at the end of Episode 3 Chapter 2: Restorations Part 1.

I'm not sure it matters, but I chose to shake his hand and got his card ...
After completing all of Episode two, of course.
