Since 30 is the max for PAs in PS:P, do Rifles not gain a knockdown effect anymore? Or did they move that down to 21 or something?

No, rifles don't knock down at 21+ ... you'll have to make do with one of the special bullets with knockdown/launch/knockback for that. Grenades only knock down now, rather than blow away.
