Where are the buffs?

I have looked at drop charts and psupedia to no avail. Where can I purchase/find buff techs (shifta, deband, etc.)

I picked up Shifta from the mission with the bil de golus
Deband from Grove of Fanatics

It's in the drop charts near the very bottom
