Dancing Hitogata

I have book of hitogata, and the hitogata, and a force with more than 900 MST.. why can't I make the dancing hitogata?... the guide here in pso world is wrong.

Whats your forces level? I'm pretty sure you have to be a certain level to make it. 110 I think is what I had heard, but I could be wrong.
