Neiclaw and twin neiclaws do, however. The Sange most definitely does HP steal, it was the second weapon i used that does. Twin Neiclaws steal quite a lot of HP if you hit criticals and you have a decent level PA linked. The ultimate has to be Chainsawd plus, my gravity break is only level 19 and I steal about 1000 HP with just the 2 parts of the combo I have at the moment, but thats hitting criticals as well, i steal about 300 hp with just a normal x button swing. Who needs trimates with stuff like that. Havent tried Sangeyasha yet, got another 18 days before I get a chevalier edge then I'l have them.
