does anyone know what the hell the letters mean, that is, does it mean the lower the letter the worse you are?

yes..it starts with R and goes all the way up through A...then you can earn SS rank. I'm still stuck at R >_<

I dont think there's any penalities for losing the matches...from all i've played, you earn 3 points per victory...not sure how that breaks down points to level however.
