They are area drops, so they drop anywhere & from anyone. Try doing C or B missions on Parum. Kill everything, open everything & g'luck.

I can only suggest bring your -PM- run "C or B" missions, (which ever 1 is the easiest for you) and open the rest of the lobbies. If you haven't done it.
Pick up whatever Photons you get along the way.

Well, I know that you get a ban-photon the majority of the time when destroying the exploding fire traps, at least in my experience, so you could try out Duel in the Ruins C.

The Collector is an exchange mission that lists places with higher drop rates for each element of photon and other drop information. Try asking Yokus Melton at the cafe in the Holtes City: West District.
