If you're talking about something to the effect of combining Sange and Yasha or Guld and Milla, there's basically either a stat or level requirement you need to accomplish before you can combine two weapons. I'll go find the page right now.

I'm not exactly sure of how to combine, but I'd imagine the option becomes available when you reach any of the requirements.

For all of those items, all you have to do it equip one, and when you select the other, there is an option that says "Use" above "equip" (if it can be equipped) "drop" and "sort." It's not like enemy weapon parts where you have to take them to someone.
