When do they become worthwhile to use? If ever? I'm a lv15 FOnewm with lv 4ish spells and so far my melee with my staff is stronger and faster at damage dealing. :-?

Maybe around the max limit of techs.

Or maybe they're just weaker overall with the inclusion of Photon Arts, because they're trying to push use of both, rather than just one or the other. Who knows.
