I just bought the game today and I'm new to it. So I notice there is no pictochat on wifi matchmaking? is there a reasson why?

I'd say Pietepiet hit it right on the nose. It reduces the troll-ability of random match-ups. Communication is kind of constrained, but at least we're free from unsolicited vulgarity.
