Is this by beating a certain point in story mode? Or a certain level?

The outfit appears in the shop after clearing Story mode, the hair is always available in the Makeover shop.

Thank you! Oddly, I feel like I haven't seen Chelsea's hair in the 61 hair options. I must be blind.

It'll be next to the other NPCs hair, its either at the very start or the very end I forget which. :)
