Could someone explain these titles

The ones talking about getting 60% [of?] Weapons/LS of a certain element

Simply have a Weapon and Lineshield of the same element at 60%, and you unlock the title. So if you find any 60% items hold on to them, even if its junk.

For example, find a 60% Ice Saber, then a 60% Ice Carline and you get the Title!

Do they have to be of the same star ranking or can it be a 60% Ice Buccaneer and a 60% Ice Carline?
