Clarification on 10 meseta rares and elements

I know already that rares with an element and level listed in the item database will ALWAYS have that element and level. However, will items such as Milias Sword with no element listed always have no element, or does this mean it will have a random element and level?

The ones without a set element can have no, or any random element, at any random level (depending on the maximum level of the weapon type).

Good! That's what I thought, but my brother kept getting items with no element and we were starting to wonder if that was always the case. I'm glad it isn't!
