If you mean just casual Double Sabers, you need to hunt them. Consult the Item DB for more info on what ID to use and the location. If you mean some of the more rare ones, like Double Cannon, you need to acquire a Lavis Cannon along with two Syncestas. Use a Redria for a Lavis Cannon, and an Oran for Syncesta. Ok, first there is a difference between weapons and weapon types. For example a Saber is a weapon, and it is the saber weapon type, while a Brand is a different weapon, but it is also of the saber type.

Twin saber is a weapon type. It refers to every weapon which is like a saber with another saber coming out the back end of it, like a two sided saber. Double Saber (the weapon) is the best example of this.

There is another weapon type called twin swords. (http://www.pso-world.com/item_compare.php?section=8&class=Twin+Sword&version=v3) This is different from a twin sabers in that you hold a sword or saber in each hand. Examples of these are Musashi, Yamato, and Grass Assassin Sabers. Clicking on link I attached to the words "twin swords" above will lead to a list of those weapons and clicking on the individual weapon will show you where to find it. You can find the Yamato from beating the Dragon on Very Hard with most IDs.
