Only Psycho Wand is a better Rod (simply for MST, since that's pretty much all Rods are good for). For the Kouga, both a Lv3 Eridanus and a Lv3 Loneos can outdamage it (heck, even a Lv1 or 2 of either could probably outdamage it too). If you even want to use it as a weapon, Fuuma is better because the Kouga has much lower Min. MST than the Fuuma, meaning the Fuuma can outdamage the Kouga more often than not. Only thing Kouga would ever be good for would be if you were only looking to Tech with it, but even then, Rods are obviously better for Teching.

Also, White Disaster is rarer. Kouga's just a rare drop from an extremely common enemy. White Disaster is like Milias Breaker; a rare boss drop.

Yes, it's with Celeb, although nothing would stand a chance at the damage of any level of Life on any three of the 7* Slicers in the end anyways, since no matter its level, it's always a 1.5x as much damage increase anyways. :P
