Is it true that the longer you play Phantasy Star Online the higher chance you have of finding rare weapons/items/mag-cells/Barriers ect..?

I wonder because I've been playing quite a bit.

I think some of them are time-released (like those Glade air fresheners http://www.pso-world.com/images/phpbb/icons/icon_smile.gif ), others are level-released (isn't dragonslayer one of them?) I also think some are mission-released (do this, that, and this too, and MAYBE get this weapon).

yea i disagree about the time thing too the second special weapon i have ever picked up was a fake agito. I had about 40hours logged at that time and it was in hard ruins.
