ATA question

I was looking at endgame stats of RAcaseals, I was wondering if endgame they have enough ATA to survive without needing to put hit stat on their mag and using hit materials?

My racaseal doesn't have any investment in hit, and she's still pretty accurate. You do have to use light attack on some enemies with some weapons though.
