What would be the best ID to have in order to find the best rares?

That's the wrong question really. Check the item findings database and select an ID. See what items you want to find, and make that ID.

How do u make an ID doesn't it pick it for you?

It depends on the name you use. Again, you can use PSOW's information to find that out. Use the Section ID calculator.
