How do I get to enemy collector or sewer shop?

I have a question about how to get to the Sewer Shop or the Enemy collector. All help is appreciated.

If memeory serves, it's after you beat the Paru story mode quest, Nicolas tells you about it.
Once that's done, go to the manhole towards where you spawn when you load up a character, and go in.
Enemy collector on the right, PD trader on the left.

Actually, it's before you go to that quest, after clearing the third quest, IIRC.

Really? Hm, I could've sworn it was after I beat the quest I got it. Because I also could've sworn Ogi had a body. And, I recently beat storymode again on a new character, but...Hm, well, I'm certainly not making another character again to find out :P
