Help Getting Exam (Passport to Subspace)

Hiya fellows, long time.

I'm on PSUJP and am currently tearing my hair out trying to figure out if PSUpedia is full of it trying claim that you can get Exam as an S-Rank completion reward in Passport to Subspace (C-Rank). I got Ignis from it though, but that's not what I'm looking for.

tl;dr What do I need to do to get Exam and why am I getting so many C-Grinders? TAT

Did you import your JP-server character data to your Japanese copy of PSP2?

edit: Never mind, you're not referring to THAT Exam.

Thanks, but it's info I'm already well aware of. I keep getting C-Grinders when the game should've thrown me an Exam 5 Runs ago.

It's up to chance, you're not guaranteed an Exam aside from the one you get from having used the character import service.
