sonic knuckles help

I played through the Tinkerbell's dog quest with Sonic, Tails, and Knuckles and I got Sonic's Glove after the rock paper scissors game. After that I went to the Central Dome Fire Swirl mission and talked to Oswald in the shop area where he was supposed to change the glove into the Sonic Knuckles weapon but he didnt. any reason for this or how to change the glove into the weapon?

Any help here would be appreciated. Thanks
