does it download from the store like the media go does , being able to part download or if i get cut off do i start over?

You start over. Unless you download it from your PS3. If you do you have the option of Downloading in the Background, which can pause the download. Straight from the store to the PSP, though, you're SOL. Probably partially WHY Mediago was made.
