Cant repurchase my guardian license

It keep saying me that it cannot connect to xbox live try again later.
Status Code: 80190864

Did some google search and it means is that the payment option attached to your account has billing violation present on it.
Well it was still attached to the CC number that was expired, so I guess that is right.
But I cant find any option to change it on the guardian license membership.

yea, i think you may need to get gold membership now in order to purchase guardians liscense. This has happened ever since the new update so yea happened to me to. Sucks tho we cant play under a silver membership anymore lol. I know im kinda late on answering your question but i hope it helped.

oh my gold membership is still active... but it seems that I have to call Xbox about it, since its my CC number suddenly changed while my license was still active...

Xbox is really getting on my nerves about anything CC related things.
Why cannot they just leave an option to change my CC or a button to stop any recurring payments... no you always have to call them.
