According to people with a Japanese PSN account under the "what's new" section there is a message about services being scheduled for restoration on May 7th.

I went over to the Japanese PSN website and i "think" it also mentions it aswell but not 100% sure as you know what google translate is like. Anyway here is the link;

The date on the side is just the date the message was added (it's May 7th in Japan today). The message simply says they need more time for strengthening security and they'll announce the restoration schedule when it's decided.
