From what I remember, the rates are from the hex info dumped from the game.

From what I remember, the rates are from the hex info dumped from the game.From memory, there are a handful of different drop rates for different "classes" of rare items. That number was then multiplied by the specific enemies drop anything rate.

Example:
Rare class drop rate: 1/10
Specific enemy drop anything: 1/10
Drop rate for that item from that boss: 1/100
