Heaven Striker Beat

I have a new Heaven Striker (no hit) and its specail wont work with a even or odd beat (yes I have striker unit) can someone help me out please?!
And Ive heard that the divine punishment (think its called that) is based on MST power? is that true??(because I fed my Striker Unit mostly POw&DEx but its still lvl 111

Divine Punishment is only available during even beats such as 000, 200, 400, etc. The damage is MST based.
