It depends whether you're a droid or a human, and also what enemy you're using it against. Seize special is bad with humans, but can work ok with droids against low esp enemies. Hit spread needle can work better against enemies with high evp and low esp with droids. It needs quite a lot of hit though. If you're only going to use one, I would go with arrest needle.
