Life? or Risk ?

I've been wondering about this for some time now, they both seem to do the same thing deal 1.5x damage output. Is it me or is Risk obviously more safe than Life ? Could I be wrong ?

Risk is safer than life until you get to lv5 element, at which point Life consumes only 5% hp to Risk's 6%.

Oh I see , thanks. Getting a weapon with a level 5 element is a bit tough, going for a good hadan bite.
