I found one of these during my first time through ruins on v.hard, are these rare or was I just bloody lucky?

They aren't extremely rare, Redria at least finds them all the time in Ultimate. They can be harder to get under other IDs.

Common and not very useful. Some IDs can find them in Hard mode off an Al Rappy. Purplenum finds them by the bucket off of Ultimate Barbles. And so on.
