Custom PSO BB Server.....Can't find licence editor anywhere.

I have recently tried to get my server back up an running but since i cant seem to find the PSO BB licence editor anywhere, i am basically screwed. I have looked high and low, Googled every possible series of words and sentences and have looked everywhere i can think of and have had not luck at all. So can someone please help me out and ether tell me where to find the PSO BB licence editor or can someone please post a link to it?
