MAG Cell??

I have only heard about this on this forum and have not heard of it in the game or on any of the sites I visit. What is it and is there anything you have to do to get it (other that being lucky)?

IN the forest very hard mode and you have to hit a blue rag rappy. After he falls wait till he gets up, then hit him, hopefully he will drop it, you have to do it in one certain quest.
