Changing Name Tool (?)

Does it exist or I am getting in dangerous territory?
I have found some evidence ( http://www.pso-world.com/forums/showthread.php?t=186535&highlight=change) that suggest "funkyskunk" created a tool that helps converting and also serves for changing name, but I can find anything about it.

And some people consider that cheating since you can't do it via normal means. It's against the rules to ask about how to cheat here.
