The game comes with its own code in the casing, otherwise a PSN download gives you the license upon purchase.

Yep, but if you choose to import it's better to get it new as the code will not have been used.

There may be a few copies of the game used with the code intact, but that's just wishful thinking.

Statistically speaking there are used copies with a good code, but you're chances of getting one are 1 in 2.3 billion(or less)
