What is the special attack for the Windmill?

I have one of these things, and it's not clear about what it does.

A quick Youtube scan shows it may be weak attacks charge up the special, which when used launches a ranged attack. Also, look at picture 13 here. (http://www.pso-world.com/items.php?op=viewarticle&artid=199)

Yep. my weapon pallet it specialized in ranged-melee, so I have one. The Windmill is by far one of the trickiest weapons to wield and learn about its special ability. took me a while. It builds up speed for every strike. its best to have a norm/heavy attack along with its special on your actions menu. that way on the third strike you can release the special. if you have a constant rush of enemies, you can keep launching the special only when it is at top speed. the speed dies down fast. so you would have to keep constantly attacking to get its effect out. range is decent.
