So im going through the JP wiki and found a small section thats very useful for elemental strengthening. This will be a rough guide of my findings on the wiki.
NOTE: I will refer to the weapon being strengthened as "Main" and the Catalyst Weapons that are used AND DESTROIED as "Catalysts". Be careful which weapons you use as Catalysts.

Information:

Where do you strengthen attributes? In the shopping area next to the weapon shop.
You can only strengthen weapons
Attribute value limit = 50
You can only use the same weapon to strengthen anothers attribute (they can have different attributes, but needs to be the same named weapon).
Using catalyst weapons with the same attribute yields greater gains when synthesizing
A weapons attribute cannot be changed only strengthened

Requirements:

Meseta (amount depends on rarity of weapon)
A catalyst (1-3 weapons of the same name used to strengthen main weapon)
Synthesizer Item

Strengthening Procedure:

The weapon with the attribute you are strengthening needs to be selected first and should be in its own section above the catalyst weapons that should be in their own section.

As you can see from this image the weapon at the top with the light element will be strengthened, while the other 3 will be used (and destroyed) to strengthen its element. It is best to use 3 catalyst at a time because it cost less mesta then synthesizing 3 times, but you dont have to have 3 catalyst weapons to synthesize. At this point go ahead and synthesize and you will get a stronger attribute on the main weapon.

Mesta Cost to Strengthen:

1 Star Weapons = 200 and 1 catalyst weapon
2 Star Weapons = 1200 and 1 catalyst weapon
3 Star Weapons = 2400 and 1 catalyst weapon

Wait, do you know what the far right icon is in every box? Is that the number of times that item has previously been synthesized/strengthened?

Number of abilities the weapon has.

The far right icon is something entirely separate. I don't know what they're called, but each one has a specific effect (such as having higher power or defence). Armor pieces also have them.

Been reading the JP wiki. I believe its a numerical value of how many abilities the weapon has. There are quite a few abilities a weapon can have ranging from +10/20/30 striking power to 5% increase in finding items.

Nice guide thanks! Should help me out alot because i actually destroyed some weapons i wanted to use.
Is there a limit of times you can use the strengthening or just untill you get up to 50?

Not sure im guessing you can get to the 50 value as long as you have the meseta/catalysts/synthesizers.

what is the name of the synthesizers and how do you get them. In the open beta I had some; dunno where they came from, and didn't know how to get more.

Dunno, I think random drops like grinders I guess.

We really need a in depth guide to the ability transferring part of the shop. It's very confusing and you are risking destroying your weapon in the process.

Is it possible to add an element to one that doesn't currently have one?

No you cannot add an element to a weapon. But you can add an elemental effect such as burn, shock, freeze, etc.

Did you miss the related items section (http://pso2.swiki.jp/index.php?%E5%B1%9E%E6%80%A7%E5%BC%B7%E5%8C%96#t87 8ef3c)? There are items available through the AC scratch that let you change a weapon's attribute. You can't get them in the open beta but they'll be available later.

They usually drop off of random monsters. Just gotta grind it out for more.

According to the description of the 属性変化 (Element Change) items, they must be used when strengthening the element... which requires the weapon to have an element in the first place. So my money is on that you cannot use them on non-element weapons, because they are not eligible in the first place for element strengthening.

This looks good, i didn't even know you could do this.

Some very basic questions though: IS this the purple shop? When the list of options comes up what one do I select? Thanks :)

Just wondering, is it possible to add an attribute to a neutral weapon? Opps nevermind im dumb, I didnt read the other post.

Just so you know, you have Wind listed as Poison. The katakana clearly reads "Wind" (ウィンド), and the ability that boosts defense against it is ウィンドレジスト ("Wind Resist").

On another note, the direct translations for the attributes are as follows. I've also included what they've been named in past Phantasy Star titles.

They're literally called "synthesizers". I've gotten a ton from turning in client orders and from the achievement gift NPC to the left of the class/skill NPC.
