Can someone help me with this error?

When i try to launch the game i get this. I know the game's servers aren't running yet, but im trying to find out if i did this right. Do i need to re-install it or is there something missing or is it because the servers arent up yet. e.ehttp://i1271.photobucket.com/albums/jj640/Taz3rable/wew.png

I think, not sure, but pso2 might be already running in the background, open your task manager and see if you can find it in your processes, then end the process ^^
