Okay Problem solved. First you need to log onto Sega Id Site

https://cha.isao.net/profile_oem/OEMLogin.php?product_name=sega

Log in and get pass the Katakana captcha. Then you come to a page of links like diva.net and others. Use google translate to figure out which one is the PSO2 registered service link, click it then i think another page pops up, click agree, then problem.

Use Google translate because it helps some.

Can one of you explain how you got past this? I treid following the instructions above, "Use google translate to figure out which one is the PSO2 registered service link, click it then i think another page pops up, click agree, then problem." But this is where I get stuck. Any help would be appreicated.

Katakana can be accessed in Windows 7 (or XP) from the "character map" program. Find a font with JP chars and copy paste into the browser. The Win7 version of the program will tell you if the letter is Katakana if you hover over it.

I still need help getting past the captcha. I was using an online keyboard to try and copy and paste the characters but it didn't seem to work or i was doing it wrong. http://www.lexilogos.com/keyboard/hiragana.htm

Any other suggestions or could someone give me something to copy and paste? Pain in the behind.
