Caves Lvl 13 Mission

hey

i am unable to unlock any of the caves missions past the lvl 11 you get for finishing free forest for koffee, i have run the lvl 11 mission about 6 times now, getting an S rank everytime

im stumped....everyone else in the party i was in, all unlocked the lvl 13 mission, except me, whats going on?

any thoughts guys?

I didn't think there were any other requirements for it, except maybe level.
