I'm unsure if this is the forum to place this, or is this PSO Only tech help?

I have a thread on another BBS I go to, The JCF (http://www.jazz2online.com/jcf/showthread.php?s=&threadid=6888), and this thread I linked to conveys a problem that I am getting bland and blank stares at because everybody there a) Doesn't like me, b) doesn't know what I'm asking and is too stupid to take a look at the resources I provide or c) just don't care because it's not pertaining to them. So I figured I should try another board, hence forth this board.
This is my problem. I want to host a game called Solar Empire (http://sourceforge.net/projects/solar-empire/), a RTS game using HTML and PHP to run. Though I don't know how to set this game up on a webserver (I have 150m.com (http://www.150m.com/) on free) and need help. The thread has some kinds of help but I thought that since THIS site runs and feeds off of PHP like the JCF, I would think some PHP Gurus are here and can help with a problem like this.
I can change my login stuff around so that others can see what I have to work with, or you can just sign up for what I have and see what I have to work with.
