Error when trying to create a character

So, I sign into a ship. I press the first option, which is for create a character. i then get this:

What do I do?

Hey, I found out you can copy and paste those bits of Japanese and put it into a translator.

It says something about congestion and that you should try another ship.

But if you've already made a character you have to have an address and Japanese credit card to buy some currency to buy more character slots.
