Controls go back to default when going FPS?

I started using a controller with my Ranger. I customized my controls to my liking but when I go FPS in the controls set back to default. Is there anyway to fix this? I'm also wondering if it's possible to have two sets of controls, one for FPS and one for TPS.

in third person shooter mode, there is a separate option. (it is a tab next to the normal mode)

You have to set your control for the normal mode AND shooter mode.

Ah so that's what that tabs for... I wonder what the third tab is for.
