Is there a way to pay using a Paypal account, to get AC?

Maybe have to take a detour for that though.

PayPal > SutoCorp or any other company(webmoney) > AC

if I do that, how can I use the SEGA website to say I use 3rd party (e.g. SutoCorp) to buy AC? so for all I see are credit crd options

There's webmoney option there as well.

SutaCorp is just a website that provide the webmoney which can be bought by paypal.

Sega accepted webmoney, so you can do that.
