Can't accept friend requests?!

For a while now I have not been able too accept friend requests in the top section of friend lists.
It only gives me the option to delete/refuse the request which is rather annoying. Instead I have to rely on others accepting mine.

Perhaps I have a setting wrong or something but I am not sure which.:-?

Anyone know what the problem is?

It doesn't even pop up for me. It auto declines, which annoys me quite a bit. I also can't figure out how to whisper or respond to whispers.
