Just wondering, but I know you have to pay AC to have more than one character on the same ship, but do you have to pay AC to put one on a different ship?

Yes.
Beware with character creation : you're paying to *create a character*, not to get another character n your account. What I mean is, if you realize your new character is lackluster and you messed up some colors or something, *you won't be able to recreate it*!

I think it would be easier to remember it as you have to pay AC to create a new character tied to a SEGA ID.

Yea your not paying for the slot everyone is saying. If you delete that character you have to pay again to make another one.
