Based on that error message, I'd say that PSO2 isn't compatible with your OS. I think it only works on XP, Vista, 7 and 8.

What OS are you running anyway?

"You need the support of Japanese language on your computer.
Go to "Control Panel", then choose "Regional and Language Options", click "Languages", after that check the box that says "Install files for East Asian languages". You will need to insert the intallation disk of Windows XP.
In addition if you need to input Japanese text, choose "Details" (on the "Languages" tab), then click "Add", then choose Japanese and install."

i think this is how, let me know if it works!!+^_^+

anyway, service pack 3 is out for win XP and i think it includes MUI in it, so make sure to get win XP service pack 3 before doing anything+^_^+
