i think its from one of the lobby decorations, fish tank or something. i see it every once in a while, as I see the water wheel thing too.

Its a glitch... I forget exactly how to recreate it. Something about logging off in one of the lobbies, and then comming back online right away so the animations are still in the memory.

Go to the DC lobbies, look at the round thingies going up and down. The blue stuff is inside of it. I've gotten this after I FSODed before...

Err... Yeah, go to the old DC lobby in the GC thing (lobby 10) and disconnect. Reconnect and voila!
