This is done by calculating the PP recovered during two charged techs, since it's a bit difficult to calculate the sec directly. We already know the natural PP rec of all classes is 5pp/s, it's easy to get the exact time to charge a specific tech.
I did this test with PP Res Lv 10 so it's 7pp/s.
Again, since it's purely personal data, there might be many thing wrong about the statistics, and I would appreciate any further correction or supportive material.

In other words, in my observation, the charge time for most single targeted techs are more or less the same (including a Lv 5 Charge Time Reduction Rafoie), and so is the AOE. GiZan, however, charges extremely faster than most techs...which is kind of interesting. In other words, a 50% casting time Rafoie would be around the 8-9 PP recovery group......
