once a rare mag turns in 2 a rare mag can u put it on a different char and lvl it without it changing in to a different kind or does it change like regular mags will.

If you mean a 4th evolution mag, then yep. Once you evolve them for the fourth time they will never change. Not even changing the stat balance will cause them to change.
