You answered the question already in the subject. Whitill cannot find Last Survivors on their own. If they play on someone else's team using either Skyly, Oran, or Yellowboze, then they might find one (as could any ID).

Well, I dont have PS online I can only play offline. And I already have a Last Surviver...
