Has anyone gotten her card? Do I need to be a certain level to get the rest of her quests? I'm level 45 btw. I read cirnopedia on how to get them but she still hasn't given me the quests that lead up to her partner card. Am I missing something? Or do I need to proceed further into the story.

You need to complete her COs a total of 85 times, before it unlocks.
